New regulations for property purchases in Northern Cyprus since May 2025 – important information for foreigners
Northern Cyprus remains one of the most popular regions for property purchases in the Mediterranean. However, as of May 2025, new rules for foreign buyers have been in effect , which you should be aware of. These primarily affect the purchase of apartments and detached houses, but also deadlines, payments, and residence permits.
What’s new?
Effective immediately, foreign buyers are permitted to purchase up to three apartments in multi-family buildings . Those interested in detached houses can purchase a maximum of two – but only in residential complexes or gated communities. This restriction is intended to create more clarity in the real estate market and improve oversight.
After the purchase, approval from the Council of Ministers is required. Once this approval is obtained, a one-year period begins within which the transfer of ownership must be completed . If the property is purchased on installments, the period begins with the final payment.

A key consideration is the payment of sales taxes. These must be paid within 75 business days of approval. Late payments risk the loss of electricity and water. Therefore, it’s important to keep track of all deadlines and act on time.
Residence permit for buyers
The new rules also simplify the residence permit process for property owners . Buyers with a valid purchase agreement now receive a two-year residence permit – even without proof of income . Those already registered as property owners in the land register can even receive a five-year residence permit .
